Some sort of pipe with a canvas strap and buckle

I guess its some sort of plumbing, but it has this weird base plate thing with a canvas strap and buckle. Found this in 3 pieces and it is assembled how I think it should be. The second photo shows the baseplate from a top down view. You can see the canvas strap going around the center. The buckle of the strap is fused to the plate. I could have also assembled it incorrectly

Actually I believe this is the way it should be assembled. Probably had another one of those plate things with the straps underneath the leg on the left.

It now believe it to be a turn of the century ice skate or roller state. the upside down photo helped me realize i was looking at it upside down.

It sorta does look like a ice skate. During the turn of the century the type of ice skate that strapped to your shoe or boot were common place. So maybe it is? Just from looking at it it does look like it was found in water which would make some sense if it was.
