some sort of spreader?

Here is one that I found today. I am not sure what it is. I would like to say that it is some kind of spreader :dontknow: Brass or bronze. A little bent up but at one time I think that it would have been "spring loaded"

Any ideas?? VPR

When the tabs are pressed in, the diameter of the circle increases this allows it to slide along a cylindrical item - a pipe or post of some sort. When you release the tabs, the item then grips and will not move.

Yes! I have some on my '48 Chevrolet heater hoses. Not as fancy as yours, though... More like this:
