spoon identification

I found this spoon this evening in a nearby park about 4 inches down. I'm trying to figure out how old it is, and who the manufacturer is. The back has the name A. Feldheimer on it, which I've determined was a jewelry store that operated from the 1880's to 1940's in Portland, OR. I'm trying to figure out if the spoon is silver, and what the "E" and the other design on the back side means. Anyone know?

Battle Ground, WA. That's about 15-20 miles outside of Portland, OR.
