Stamp Handle?

I found this at an old Post Office that dates back to the 1800s. Not sure what this is, but it appears to have an A in the center. My wife seems to think it may be the handle off of an old stamp.

It looks like a Victorian gas valve handle? HH

All the finials in that shape usually have some sort of holes, this does look much like the handle on a gas valve. Wish I would have found the other half of it then we would know for sure! The arrow shape in the center is odd, I can't make out if it's an A or arrow.

What is the bottom like? Flat, or hollow? Reminds me of my sealing wax stamp. The first picture looks like an A, but the 4th pic seems less like an A and more like a design element, JMHO.
