Stamped so nothing on back different from front.
Not much to go on. Just hoping someone may recognize it. Thanks

I thought that also. The tabs in the holes aren't worn. Seeing the pic in Bens post, the flag is secondary. Attached through what I found to whatever. Still doesn't mean it not a lock plate.
