State of Arkansas medal

Hi,
Found this medal today. On the front it says "SEAL OF THE STATE OF ARKANSAS" on the front and has a square shield above. On the back is some sort of text. can't make it out. If someone could help identify this medal I would appreciate it.

Looks like a watch fob.Sorta like this one.(pic.1) But shape more like these. (pic.2) Maybe mid 1900's
