the upper part of a pair of fittings to collect the reins on the front of a wagon
(I don't really believe this, sounds good)

what is the wear on the inside ?

My first thought is a loop broken off of the top of a decorative horse brass. Interesting little "partifact" whatever it is.

Thanks for the replies ya'll. It does look like the top of a stirrup, but sometimes the true identity of things like this is hard to discern. I definitely think ya'll are right about it being associated with horses in some way.
