Found this strange rock with oxide matrix and brecciated crystals with veins. What kind of rock is it or could it be a achondrite meteorite?

My stone is all brown of color with different cystals with black veins running though it. And it has also got radial shaped crystals. Does not atract a magnet.

Your rock has a lot of quartz. And no, it is not a meteorite.
