Strange wheat penny

I think this might be a steel penny but just wanted to get a second opinion. have never dug one. The front looks rusted but the back is in pretty good shape. Dug it in some very hard compacted black soil. The back was facing down and I could see it was a wheat penny but when I turned it over the soil around it was a rust color. Cant get anything off the front. Also it range in similiar to a zincoln penny. What do u guys think?

Did you test with a magnet?

just tested it with a magnet. non-magnetic. also just weighed it 2.9g.

Ok got it. worked on the front. got enough of the rust off to see a date. 1913. Must've had a piece of iron on top of it.
