🔎 UNIDENTIFIED Stupid question: Pewter horse tack? With letters?

Appears to be horse tack, but has narrow groove. Also appears to be pewter, and that seems odd to me. After a rinse, this lettering appeared. " Vath...."? Modern junk?
Thoughts?

A pack strap adjuster? In the early 1970,s when I was a Marine we had buckles like that on our pack straps,some were brass,but some were aluminum.Just a guess,mind you.
