Sure but less likely - shells are light so they tend to get quickly shed when panning (lots of shells in the South Platte where I've done a fair amount of panning/sluicing). opal is very soft so it would tend to get ground up by the river pretty quickly most places.
 

i would think amber would slide out too bc it will float in salt water
