✅ SOLVED Suspect lead printing plate

I dug up this lead piece today and I'm thinking it's an old lead printing plate because all the letters are backwards on it. Any info of it would be great. Thanks in advance.

I would imagine the exact same article appeared in newspapers across the country.

I did some digging and yet other papers had it but there were differences in them. Like word layout and different words themselves
