All I can say is that its some kind of tool with a wood handle that rotted away. I recognize the ferrule. Its possibly a long handled curry comb.

Thanks bigcypresshunter. That was quick. The first picture looks similar and when I found it the brass thing was stuck at the top were it would be after the handle rotted away.
