Its broken off of something... This is why you haven't solved it.

Hard to tell from the pics but it looks like a loop broken off the back. If so, perhaps it was a wall plate/decoration. The scene reminds me of Gerhard Henning's "Girl with Mirror". The casting is poor quality. Henning's piece (figurine) dates to the early 20th C. That would match the girl's hair style on your plate. No luck searching for the mark...

Thanks DCMatt and I agree it is off of something (do not know what). Your posting of the "girl with mirror" resembles it without being identical and possibly of the same time frame. As for the mark I have been researching that for years without any luck.. Maybe one day... Thank again & have a good one ......
