TVA and ARPA act section 7

The ARPA act section7 says that surface finds(arrowheads) are fair game while TVA's website says that they are federal property.Which law is correct?

Each state has their own laws and are tasked with enforcing them how they see fit however federal law does Trump state law so if for some reason the feds decide to take control of the situation what they say goes.
Or if for whatever reason the situation involves more than one state it automatically becomes federal.

ARPA is federal so is TVA. Tva polices one way as does the State wild life division. It is all messed up but I go by what ARPA laws say. It used to be our land. Now its the governments. Look at all the thousands of miles of shoreline they do not want you to metal detect on. It is messed up for sure.
