looks like a printing error... worth 20 bucks
 
in my opinion it happened post-printing, possibly someone had it taped to something and the tape pulled the top layer off when removed
 
It's torn, like when you rip a poster off a wall and some of it sticks to the paint and ruins the poster (and the wall).
 
Oven cleaner will take ink off a bill also. A lot of fake error bills are made this way

There was about an eight-inch-wide piece of tape on the bill with ink under it, and I used my thumbnail to get it off.
No ink or paper came off.

it's possible then, that it might be an obstruction printing error. If it is, I would estimate it's value (based on others listed on ebay) could be 2 to 5 times face value. There are several listed on ebay but of course asking price and realized bids are two different matters. That of course is just my opinion, others may differ.
