These are some of the ugly pieces made from low quality Quartz, they might not be pretty but they have character. I wonder if some of these where practice pieces?
I watched a short documentary about the Topper Site in South Carolina. They were investigating pre-Clovis artifacts and showed how many of the tools were not beautifully flaked bifacial arrowheads, but clunky pieces with little flaking, some with straight edges. They even had a knapper recreate an artifact they discovered and show how they might have used a good hand sized core with just one place knocked out as a wood scraper. No reason to work a piece into beauty if it will accomplish the task as is.
Quartz like that would seem very difficult to work with, must have been very limited resources in some areas....

The one pictured first, I have one exactly like it but not in quartz, it is the same size, shape and notched pretty close to the same as yours
