Hard to tell but looks more like a coin weight.
 
Can you tell us the letters D G HIS?????X
 
Sorry I can't make them out either, there's not too many letters then for it to be a coin weight?

No, not really. Its not in my British Coin Weight book, & I'm signing off, but the weight may help others to research it.
 
late 15th/early 16th century 1 real coin weight during the reign of Ferdinand and Isabella of Spain.
 
If it's a coin weight, then it would weigh (when first issued) the same as a Spanish coin (duh). So what does the OP's item weigh?
A similar 'bundle of arrows' appears on a Spanish real coin of Fernando V and Isabel I (1474-1504):

I don't know if it is an exact legend match to yours but this one is very similar - King Philip IV.

Thats the type, as you say the Legend varies a little at the end but thats normal. I can see now its starts with Philip IV of Spain. The Weight will give the denomination of Reale.
