This will help with the research. The coin weight is probably for a Spanish coin. Hence the bunch of arrows like the coin above & the start of the word HISPAN.
If it's a coin weight, then it would weigh (when first issued) the same as a Spanish coin (duh). So what does the OP's item weigh?
A similar 'bundle of arrows' appears on a Spanish real coin of Fernando V and Isabel I (1474-1504):
Thats the type, as you say the Legend varies a little at the end but thats normal. I can see now its starts with Philip IV of Spain. The Weight will give the denomination of Reale.
