Hi Ken,

At first glance, it has the general characteristics of a wax sealing stamp. Any way to post a picture a little larger with something in it for scale? Maybe one that is large enough to help make out what is "written" on the item. If it is in "reverse" (a negative) it would make a positive in the wax.

Maybe just a place to get us started.

My immediate thought as well... wax stamp. It looks like the PA state symbol... or at least the shape of the highway signs, know what I mean?
