Unusual Military ? Button

Found this unique Button while digging thru a Southern Ohio Estate. The flag has only 9 stars? It measures 7/8" in diameter and the front design is sewn on but the outer gold rim is metal. Anyone have any ideas as to its origin?

I am going to say not a button

with the points on the end of the clasp I would say maybe a hat device.

Thanks! I've been holding on to this for 10 years. There were alot of items from the late 1800's in that house. Figured it's time to try to identify it before I misplace it again.
