Went out to buy a camera, my original post was not good enough quality to get a response i was expecting, when the coin is wet the dot comes out more then dry.

Looks even more like a hard blob of corrosion, or something adhering to the surface. Notice the different coloration. Could even be something someone added somehow, but doesn't appear to be part of the original surface. The only thing it could be if it was originally on the coin is a small die chip, which just happened to be in that location.
