Very unusual item found behind an old house 1800's

Yeah I have no idea what this thing was used for, I thought it might have been used as a bit in a horses mouth, however I am sure with your excellent knowledge somebody will have the answer. thankyou in advance.

I think you're right about it being a horse bit. This link explains the design was in order for the horse to carry the bit properly.
