I don't see any hallmarks or manufacturers marks on it. To me this piece is worth about a dollar if your lucky. Even if it was sterling silver the price wouldn't be more than $10 tops. IMHO.

Looks like a custom tie clip, maybe made from a coin. $10-$20 silver or not.
