Based on the size of the hexagonal socket it might be a wrench for a co2 cylinder ...they are usually a standard size and it resembles one exactly
Yes it does, I been going back and forth trying to see if it’s bicycle or co2 , I can’t find a bicycle that looks close to this one but the co2 I have found several. I don’t think it’s very old.
