Wax seal? Bale seal? Neither?

Greetings - I've tried everything in an attempt to solve what this piece might be. It appears to be pewter with an inscription on the face. The inside, or "bowl" area is constructed in a very crisp, sharp manner, relative to the roughly formed outer face and "tabs" areas. The bowl area also has signs of gold gilt.

This piece does not seem to resemble anything related to wax and bale seals - particularly due to its inner bowl and tabs which I have not seen on wax and bale seals.

Seated Liberty half dollar used as size reference.
