Weird human effigy found?

While at South Houston Lake in Bristol, Virginia. My friend and I found this rock in a little hole above a cave that is normally underwater. The area and lake that we were at is known for being home to native Americans. My question is did the rock have a ceremonial purpose or is it just a portable rock art effigy? Has anyone came across anything similar and or similar in design?

I remember something remarkably similar being found under my grandmothers house in rural Milam County Texas. Looked exactly like that but ever so slightly larger. I always believed it was Native American. Boo koos of stone artifacts in that area.
