Up date on this. We decided to leave alone for a few weeks. Trust me I will get back to this and share my findings with everyone! Plumber said no =ryme or reason for stuff in old towns like this. Plan is to dig and expose top and sides with out compromising structure. We are going to get about 12 12' 2x4s and few sheets of 1/2 osb. build a platform and stand on that, be safe for any problems. Straddle the area or pit.

found one a long time ago. Right next to the house . unless by accident no one in the old days would pit trash in a cistern . don't waist your time.

That would depend on use dates and conditions. Maybe the cistern fell out of use or was replaced by a new one. That would leave a perfect hole to start throwing the trash into.
