Round part tractor? Automobile? Found in a field in Minnesota added photos, threaded connecting screw one one end, open on other with small blades in only two of the holes.

Thanks, you may be on to something, small fitting in back could be for the handle on siren, looking into it...

Thanks for the help, I'm looking in the direction of a hand crank, air raid, police or fire siren

All cleaned up, cut side off to see inside. Tiny overlapping pieces for the siren tone, spinning wheel. I wonder how old it is?
