It might be aluminum, it’s very light weight but it’s hard to bend , maybe tin?

It's also closed at the end, kazoos are metal tubes. I mean maybe they made kazoos differently back in the day. I'm gonna say my actual official guess is a piece of a sprinkler head.

I think water related because of the holes... part of a sprinkler, watering can?
