Possibly a tool tag. But without specific info on where it was found, research would be like shooting in the dark.

I like Rmeav8r's idea - Elk or Erie County Water District/Department tag works for me.

I have seen old locks with tags on them identifying who placed the lock on something.

now they just engrave the locks owner name on the lock.

I think I have found the same tag. The number may be different, but I think the letters are the same. Mine was found in Dover, Delaware.
