what is it??

Found this laying on top of ground in an area that was recently burned in a wildfire. Looks like a handle to something...maybe a woman's hair brush or hand mirror?? Top and bottom are crimped together ~ no makers mark ~ dated June 13, 1865 ~ Any ideas??
