I really don't know what it is but, I found these 2 links that may help.
Your find might be some sort of "lock pin" for a piece of machinery. They come in different sizes & diameters.

It appears to be made of bronze, it strikes me as something that would have been inserted into either a hydro-electric or a gas meter. So, I'm thinking it's possibly a gas meter lock pin.
