What is this big brass thing?

It's solid brass and about 7 inches long. Both sides are identical. There is a pin on the top that allows the two connected pieces to swivel. I dug down 10 inches to get this out of the ground.
Found in a San Francisco park yesterday 5/10/14. What is this?

Gonna have to agree with Steve, looks like an old purse clasp to me.
