What is this Eagle With Olive Branch and Arrows?

I found this Eagle the other day and I am having troubles finding a match. It's about 4 inches across. Slightly curved and it looks like there may have been pins on the back of the wing tips. I know this symbol has been used for hundreds of years. I doubt its terribly old however.

If anyone knows what it is please let me know. I am stumped.

Considering that the 'eagle' you found is made of thin stamped sheet brass, I'm leaning more towards Matt's theory. :icon_scratch:

Possibly could be case or mantle clock decoration, as your find looks to have some age to it.
