What is this? Need help in translating the inscription.

Found this in a lot of old jewelry. It measures 1 1/2" tall and slightly over 1" wide. I can't find anything on this object, this is all I know! Thank you for your help.

I found a site a few months ago which shows some Imperial Japan sports badges. Your piece reminds me of them. Here is the link to the site and also a link to the another thread here.

The OP in that thread said he wrote to the person who runs the site and got some information about his badge... so that may be a way to go.
