It appears to be a tension arm. The countersunk hole is for mounting with a flat head screw. The fork end is made to hold a threaded shaft, spring, washer and some type of adjusting nut/knob. The early wooden corn shellers had a system close to this. You see this type of adjuster(not exact but close) on many types of farm stuff starting around 1870.
