what is this?

This is small (1 1/2 X 3/4 in.) probably steel. Found at an 1890's home site. Looks like it might have been decorative. Anyone?

I believe it is part of a window or screen clamp used for attaching windows or screens in place. Long before sliding aluminum storm windows, a common chore was to put the screens on in the spring, and storm windows on in the winter. They were wooden framed.
