Barrel tap valve. Your piece goes in the center of the pictured barrel tap. Once turned, liquid flows through that hole.

Nice one! Yeah, basically a smart designed simple stop valve. When the handle is perpendicular to the pipe it stops the flow. When it is in-line the flow starts.
