What is up with this 77 half??

I found this 1977 half no mint mark. It's interesting the texture of it is very smooth and it looks almost like chrome. Did someone do this to it on purpose? Its not a proof.... What is it?

could be chrome plated. the tint looks off for it to be a proof, but hard to tell from a pic.
