I was able to break it open as I scraped the rust more and more. What could it be?

CO2 cartridges don't have screw on tips, but a thin metal seal on the tip, that gets punctured when installed in the device. And the oxidized metal crud showing inside is just from the steel corroding. CO2 cartridges like that have been around for 50 years.
