looks like an army issued BDU buckle for class c uniform. or i could be wrong, i you could take a picture not so close so it dont look so large

See quite a few old and even newer buckle patents make references to this one Pat# 749,589 issued on that date 1904.

The patent seems to talk about improvements to existing buckles through the addition of the notched teeth and swiveling inside a cage.

So, the patent could have to do with just that part of the buckle??
