Clutch fan, for a car.

Plug N Play called it correctly.
Probably no earlier than the 1970's, so it isn't old.

Yup, vehicle engine cooling fan w/clutch. Usually came on air conditioned models. There may be a company logo and/or part number stamped into one or more of the blades.
