What the heck is this?

Found this in a field buried deep. The rebar part was on the top and the cast iron part was buried straight down several feet. It appears that it may have had, at one time, moving parts. The only thing that I can think of is some kind of pump mechanism, but that's just a guess.

Here's a picture of the bottom of it which is about 10 inches in diameter (Approximately)

My guess is something to do with a windmill.

Probably the plunger like that of a hand drawn water pump only on a bigger scale. That's my reason for saying windmill.
