yep Line drop. A clamp to hold phone or power line to your house.

it's called a "P" clamp. and the copper ones were in use in hi corrosion areas. As in, locations close to salt water. It held the telephone service drop and the loop was where it attached to the j-hook which was pounded into the telephone pole.
