So it's a rail luggage tag for L.& N W'. Railroad or the L.& N W'. Ry is part of White Star Lines?

This is a British baggage tag used for a trip from NY to Birmingham England. "New York to Birningham via White Star Line", and then "L&NW Ry (London & North Western Railway) to Birmingham".
