Why has silver not reached its 2008 high of $20+

I am starting to wonder why silver has not yet reached its 2008 high while gold is making all time new highs?

I know that percentage wise silver has supposedly gone up more than gold in the recent past, but that does not change the fact that it is still about 20% from its 2008 high.

Any ideas (other than the usual silver is manipulated theory)?
