Is this a Confederate buckle? The back pin was found beside it, and it was found on the Southern side of the Potomac River.
The funny thing is that I also found a US Buckle within 2 feet of this! I was told that sometimes the Confederates would wear the buckle upside down to mock the Union.

It looks like you’ve found a pre war Virginia militia plate. Congratulations, great find and very cool to find the pin as well!
