From that shot it looks like a trigger housing with a fold down metal sight. Need pictures of the back - could be part of an old transom.

The item is called a spring lancet and is of the Civil War era. It was a bloodletting device used by doctors of that era. The value would be $150-$250 based on the absence of the storage case.

think liftloop meant 'transit' (transom is a window)but I think kuger is correct, my Dad had some blood letting instruments and I remember a similar piece... he collected Civil War memorabilia.[/I]
