As the mark says its made in Siam now known as Thailand. The style of the decoration is also Thai.

I did a quick search on eBay for "Siam sterling money clip" and checked the completed listings. There is one very similar to yours that sold for $36.99 + 3.95 shipping in November. You could look it up and hit the "SELL ONE LIKE IT" button and add your own pics and change/add to the description and price to fit yours.

I can't tell if the black background is just tarnish or if it is a Niello styled clip.
If it is not tarnish then add "Niello" to the title.
